Overview
The Massachusetts Taxpayers Foundation (MTF), a nationally recognized, independent, public policy research organization, is seeking applications and nominations for a Senior Policy and Research Associate.
The Senior Policy and Research Associate will play an active role in shaping and executing MTF’s broad agenda, including state and municipal finances, health care reform, transportation, economic development, and public higher education.  Under Dr. Widmer’s leadership, MTF has produced award-winning research, has made outstanding contributions toward sound policy development, and has earned broad credibility as a nonpartisan voice among decision makers and opinion leaders.  The Senior Policy and Research Associate must be an exceptional communicator and a seasoned researcher with at least five years of relevant experience using data, research and analysis to influence the public policy debate.

Senior Policy and Research Associate

Reporting to the President, the Senior Policy and Research Associate will have a major opportunity to inform policy developments in the state of Massachusetts through thoughtful generation and effective communication of policy research and analysis.  Specifically, s/he will: Communicate in a skilled and flexible manner, presenting complex, often arcane data to state policy makers and opinion leaders in ways that can be clearly understood; Produce the high quality analysis that administration officials, legislators, reporters and editorial writers, and other organizations have come to expect from MTF on a variety of state financial and policy issues while continuously striving to raise the bar on research quality, effectiveness, and timeliness; Understand changing political landscapes, spot unrealized opportunities, and shape research direction and messaging for maximum impact; and Represent MTF in the media, to legislators, to members and among other constituents as a partner, giving expert testimony or translating research findings into applicable sound bites.  The ideal candidate will be a seasoned researcher and persuasive communicator with experience utilizing data and research to inform the development of public policy.  In addition, s/he will have at least five years of relevant work experience and superb communication skills and the gravitas to work independently and as part of a team on multiple projects, often with competing deadlines.  Preference will be given to candidates with a deep understanding of MTF’s content areas and a familiarity with issues specific to Massachusetts.

Research Intern Ph.D. level, National Community Reinvestment Coalition

The National Community Reinvestment Coalition (NCRC) has an immediate opening for a research intern in Washington, D.C.. The ideal research intern has excellent data analysis skills using SAS software and is experienced in handling large data sets. Knowledge of statistics is a must. Knowledge of mapping and spatial analysis would be a plus.

Position Responsibilities:
The Research Intern will be supervised by James Carr, Chief Operating Officer and will assist with tasks for a special project on subprime lending and foreclosure based on a proprietary data set. This data set will need to be cleaned up and merged with Home Mortgage Disclosure Act (HMDA), Community Reinvestment Act (CRA) and Census Bureau data. Descriptive and regression analyses (Ordinary Least Squares, logistic, negative binomial, etc.) will be undertaken.

Qualifications:
* Master's degree and some Ph.D. level course work in economics or statistics and urban planning.
* Computer skills: SAS, GIS.
* Familiarity with statistics (regression analyses)
* Academic background in one or more of the following areas: economics, statistics, urban planning
* Ability to work and interact with diverse individuals

Tax Manager – Canada, Edward Kelly and Partners
DIVISION/ SITE : Corporate / Montreal , Canada
DEPARTMENT: Finance and Accounting
REPORTS TO: Corporate Tax Director
Basic Summary:
Manage the income tax function for all of the Company’s businesses in Canada to ensure alignment with the corporate tax strategy and in partnership with the Corporate Tax Department. Research, analyze, recommend and implement tax planning initiatives and financial statement policies.
ESSENTIAL DUTIES AND RESPONSIBILITIES:  

·         Address all tax aspects of quarterly and year end financial statement presentation for the Company’s Canadian businesses.    
·         Determine the tax provision under U.S. GAAP and local statutory guidelines, including the effective tax rate calculations, deferred tax analysis and reconciliation of key balance sheet accounts (including, but not limited to, the income tax payable, receivable, deferred tax assets and liabilities).
·         Adhere to controls established under Sarbanes Oxley for the Canadian income tax cycle and identify new controls as required.
·        
Oversee the successful administration of all federal and provincial income tax audits, including responding to audit inquiries, providing reconciled supporting documentation and communicating progress of audit to Corporate Tax Director.    ·         Recommend level of income tax reserves required on the financial statements under U.S. GAAP accounting principles.
·        
Work with local finance department(s) on estimating investment tax credit and research and development deductions under federal and provincial law.
·         Prepare federal and provincial income tax returns and calculate return to provision true-up on a contemporaneous basis.
·        
Assist in the development and implementation of global effective tax planning initiatives (e.g. transfer pricing strategies, dividend repatriation, etc.).
·        
Respond to day-to-day questions from management on various tax issues such as option exercises, compensation matters, and fringe benefits.
·         Participate in the development of short- and long-range operating objectives of the Corporate Tax Department.
·         Update and maintain U.S. earnings and profits calculations.
·         Prepare annual transfer pricing documentation and respond to intercompany transfer pricing inquiries.
·         Advise local finance professionals on non income tax items such as GST, payroll and withholding tax inquiries.
·         Counsel Human Resources and Finance departments on tax implications of cross border transfer of employees.
QUALIFICATIONS:
·         Education:  Bachelor’s degree (B.A./B.S.) or equivalent in Finance, Accounting or related discipline. MST preferred.
·         Experience:  Five to seven years related experience.  Background including “Big 4” experience or private industry with a U.S. based multinational preferred.  Exposure to international tax planning and U.S. GAAP financial reporting a strong plus.   
·         An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above.

Certification/Licensure:  CPA or CA strong plus.

International Tax Manager, Edward Kelly and Partners
DIVISION/ SITE : Corporate

BASIC SUMMARY:  
The International Tax Manager is primarily responsible for managing all aspects of international tax compliance and planning.  The position is also responsible for overseeing the Company’s transfer pricing policies and practices, assisting with international aspects of global tax audits, and income tax accounting related to both U.S. and foreign international tax issues.  
ESSENTIAL DUTIES AND RESPONSIBILITIES:  
·         Manage U.S. tax compliance requirements as they relate to the Company’s foreign operations, including the determination of Subpart F income and U.S. foreign tax credits.
·         Assist in the development and execution of international tax planning opportunities, including foreign tax credit planning.
·         Review and provide technical guidance related to the calculation of legal entity foreign income tax provisions under the requirements of FAS109.
·         Based on the technical accounting guidance, formulate and recommend financial statement positions with regards to non-U.S. tax uncertainties pursuant to the provisions of FIN48.
·         Formulate, document, and advise management in regards to the Company’s APB23 assertion.
·         Assist in the determination of tax consequences related to international acquisitions, mergers, reorganizations and divestments.
·         Advise and partner with human resources and business divisions regarding the tax implications of expatriate assignments and short-term international transfers.
·         Working with the global treasury group to recommend global funding decisions regarding foreign operations and cash repatriation strategies.
·         Manage the calculation of the Company’s Earnings and Profits pools.
·         Advise and partner with Sr. Manager of Controversy and Compliance on management, settlement and closure of worldwide income tax audits.  This will include interacting and potential negotiation with non-U.S. tax authorities.
·         Research and advise business divisions on global withholding tax requirements.
·         Formulate, recommend and document the Company’s transfer pricing policies and ensure appropriateness of contemporaneous documentation on a global basis.
·         Adhere to controls established under Sarbanes Oxley for all global income tax cycles and identify new controls, as required.
·         Provide the leadership to ensure proper levels of support for the business units and corporate functional area on all international tax matters.
·         Participate in the development of short- and long-range operating objectives of the Corporate Tax Department.
·         Perform all other related duties as assigned.

·         Education:  Bachelor’s degree (B.A./B.S.) or equivalent in Finance, Accounting or related discipline.  MST preferred.

Director, Global Income Tax Accounting, Edward Kelly and Partners

DIVISION/ SITE : Corporate

BASIC SUMMARY:  
Responsible for worldwide income tax accounting with an emphasis on managing the Company’s quarterly and annual tax provision process and related financial statement reporting.  
ESSENTIAL DUTIES AND RESPONSIBILITIES:  
·         Oversee the preparation and consolidation of the global tax provision under U.S. GAAP and local statutory guidelines including the effective tax rate calculation, deferred tax analysis and reconciliation of key balance sheet accounts (including, but not limited to, the income tax payable, receivable, deferred tax assets and liabilities).
·         Responsible for the development and reporting of all income tax reporting SEC disclosure requirements.
·         Manager the tax accounting implications related to acquisitions, mergers, reorganizations and divestment.
·         Advise and partner with Sr. Manager of Controversy and Compliance on tax accounting implications of settlement and
closure of worldwide income tax audits.
·         Develop, refine, implement and automate best-practice processes for global accounting for income taxes.
·         Adhere to controls established under Sarbanes Oxley for the all global income tax cycle and identify new controls as required.
·         Recommend level of income tax reserves required on the financial statements under U.S. GAAP accounting principles.
·         Provide the leadership to ensure proper levels of support for the business units and corporate functional area for income tax accounting matters. 
·         Review and approve the global federal and local income tax return to provision true-up calculations. 
·         Assist in the development and implementation of global effective tax planning initiatives.
·         Partner with accounting team on ongoing responsibility for the global FAS 123R tax reporting processes.
·         Participate in the development of short- and long-range operating objectives of the Corporate Tax Department.
·         Direct activities of assigned group(s) to ensure effective performance of function.
·         Interview and select qualified exempt-level departmental personnel.  Recommend, review and approve personnel actions, including hiring, promotions and raises.  Partner with Human Resources in the handling of disciplinary issues.  Prepare and/or approve appropriate personnel action paperwork. 
·         Ensure that management training and development needs are identified and programs initiated.  Direct the development of departmental orientation and other training programs. 
·         Monitor performance of direct reports.  Provide regular coaching and counseling.  Prepare and deliver salary and performance reviews; review and approve performance and salary appraisals initiated by direct reports.
·         Monitor and determine appropriate levels of departmental overtime.  Review and approve vacation/time off requests for direct reports.  
·         Develop short- and long-range operating objectives, organizational structure, and staffing requirements.  Oversee the development of a departmental plan for backup and succession of key departmental personnel.
·         Develop and recommend departmental budget.  Authorize expenditures in accordance with budget.  Approve budget and expenses of subordinates.
·         Ensure optimum performance of group function.  Recommend and implement techniques to improve productivity, increase efficiencies, cut costs, take advantage of opportunities, and maintain state-of-the-art practices.
·         Direct the development and communication of departmental systems, SOPs, policies and procedures.  Partner with Human Resources to develop and approve departmental job descriptions; ensure communication of duties and responsibilities to employees.
