Once a significant source of federal revenues, tariffs had long been supplanted by income and payroll taxes as the primary way to finance the government. Yet 2025 saw a dramatic shift in the US fiscal and economic architecture, and tariffs have re-emerged – not just as a revenue instrument, but as a tool of industrial policy and geopolitical strategy used to incentivize domestic production, reshape global supply chains, protect certain sectors, and realign trade relationships. The economic implications of this transformation – for industries, consumers, and workers – is uncertain and a subject of active debate.
